I read the mediocre reviews about the Costa Club and was a bit worried but we had a great time there- We chose Costa because the price was right and we liked the location(close to town)- We stayed for a week, good maid service, fresh bottled water everyday, kinda swampy air conditioning but it worked-The pool was great, shade and sunny places both(& activities if you were into it..dance lessons, water volleyballetc.). The beach, which can be accessed by a tunnel under the street was easy to get to and nice- Smallish but great snorkeling right off the pier(rentals too)& a Palapa where you can get drinks and snacks/sandwhiches- I wouldn't do an all inclusive there, I heard folks griping about he food but , who cares, they weren't starving!
I wouldn't say it was luxurious at all but all of our needs were met. It is nice and quiet at night too, no doors slamming at all hours like some resort hotels.
The local is great too- 15 minute walk to town, 10 minutes to the grocery, or $2-3 cab ride to most places. Make sure you walk to Rock N Java, great food and reasonable prices.

We had a great time and we didn't sweat the small stuff(no remote for our TV, no light in the bathroom for two days) and felt fortunate to be in beautiful Cozumel.
