The cheapest place I could find last summer that was on the beach was Casa del Mar. Actually it's across the street, but it serves the purpose. That's where we chose to stay. It's not the Ritz, but it was comfortable and clean. The staff was friendly and accomodating. Think of it as a Motel 6 with tropical foliage. Worked for us.

I've heard bad stuff about Villablanca. Hotel Lorena might work. I think they just refurbished. Club del Sol is a possibility. Emailed back and forth with a lady who had stayed there several times with her husband. They are divers.
